I like this term “the law of motion” because it’s really a way to think of the universe as a complex system where we can think of each element of the system in terms of its influence on all the other elements. This means that we can think of the things that move around as laws of the system, just like we can think of atoms as laws of the universe.
The Law of Motion says that every object in the universe will start moving toward something else as it starts moving. That will happen when its own mass grows larger than the other masses.
